Governance Analysis - GANN

Governance Analysis for Native Nations - GANN - is a self-administered questionnaire designed to help Native nations build stronger governments.

GANNIntended for use by small groups, the GANN takes users through a series of questions organized in 10 chapters:

  • Self-Determination: Who's in Charge?
  • Governing Tools: Foundational Institutions
  • Governing Tools: A Capable Tribal Administration
  • Governing Tools: Supporting Tribally Owned Enterprises
  • Governing Tools: Supporting Tribal-Citizen-Owned Businesses
  • Governing Tools: Human Capital
  • Governing Tools: Financial Resources and Financial Management
  • Self-Determination: Intergovernmental Relation
  • Priorities and Action: What Does Your Nation Need to Do: What's Doable?

As GANN users work through the questionnaire, they are asked to think about how aspects of their nation's government currently work, what its strengths are, where gaps or problems lie and how governmental issues might be addressed. The final work of the GANN leads users toward action plans that address identified weaknesses or build on existing strengths.

The Foundation worked with Native Nations Institute to reconfigure a tool NNI had been using for 20 years to provide strategic analysis to Native nations. In addition to focusing exclusively on governance, the updated tool incorporated new research, insights and experience. Several of the 23 nations have worked through the two-day GANN process and are contemplating their action plans.
